On November 28, 2023, the 2023 Annual Meeting of the National Technical Committee on Optical Radiation Safety and Laser Equipment Standardization (SAC/TC284) was held in Xiamen, Fujian. Wang Jianping, Secretary General of the Non Coherent Optical Radiation Safety Subcommittee (SAC/TC284/SC4) of the National Technical Committee on Optical Radiation Safety and Laser Equipment Standardization, along with two specially invited foreign experts, Dr. David H. Sliney (USA), convener of IEC/TC76 WG1, and Chief Scientist Huang Xuebo, a metrology expert from Singapore, attended the meeting.
At the meeting, Secretary General Wang Jianping presented the 2023 annual summary report on behalf of SAC/TC284/SC4, introducing the various work of the Non Coherent Optical Radiation Safety Subcommittee over the past year, including standard revision work, preparation for the 14th Five Year Plan standard project, 2023 annual meeting, standard promotion and publicity, 2024 work plan, etc.
Dr. David H. Sliney gave a report entitled "Development Trends of IEC/TC76 International Standards", introducing the current situation of the IEC/TC76 working group, as well as the current standard project revision process and stages of WG1, to the attending committee members and experts. He also reported on the latest progress at the 2023 IEC Annual Meeting in Berlin, Germany. Dr. Sliney highlighted the important technical issues currently being discussed in WG1 and engaged in a Q&A interaction with the committee members present. Vice Chairman Mou Tongsheng of the Standardization Committee translated the entire process and organized a Q&A session.
Chief scientist Huang Xuebo gave a report on the measurement problems of laser power meters, which discussed the characteristics of laser power meters, the problems that exist in measurement, and the analysis and corresponding solutions to these problems. He provided more opinions and suggestions on solving technical problems to the attending experts.
On November 29th, Wang Jianping, Secretary General of SAC/TC284/SC4, Mou Tongsheng, Vice Chairman of SAC/TC284/SC4, and specially invited foreign experts David H. Sliney and Huang Xuebo visited a member unit in Xiamen, namely Xiamen Institute of Metrology and Testing, to exchange information on standardization work and future development plans. They hoped that more cooperation opportunities could be created between the sub technical committee and various member units to jointly improve the level of standardization work.
